Static Builds

We now build Foxlet statically. This will allow foxglove-agent to run on more Linux versions and distributions.

Fixes

Fixed a bug where Foxlet exits when running on distributions with unsupported glibc version
Foxlet now fetches and respects the configured per-device recording retention period
